That then begs the question what to do if there isn't energy for a program in a church, should it be allowed to die People say it is important, but they don't really support it with their time.

Good question. And on the flip side - at the beginning of things, sometimes I wonder if we as churches tend to jump into having every single new ministry/program without thinking about 1)staff hours 2)getting volunteers, etc. as much as we should.
Being on a church staff, I see where people get really enthusiastic about things, but if only 2-3 people go to something...well, the choice needs to be made. If it's something that's an overlap in another area, then that's easy. If it's the only thing those 2-3 people go to and they're being reached...that's the hard part.
